Overview of PF Registration

If your business is growing, there is a point where you must register with the Employees' Provident Fund Organisation (EPFO) and start depositing provident fund contributions for your team. This guide explains who has to register, what the new wage ceiling means, which documents you need, how the online process works, and what you must do every month afterwards.

PF registration is the process of enrolling your establishment with EPFO under the Employees' Provident Funds and Miscellaneous Provisions Act, 1952, so that you can deduct and deposit provident fund contributions for your employees. Once approved, you receive an establishment code and login access to the employer portal.

What does provident fund coverage include?

Provident fund coverage usually brings together three benefits:

  • EPF (Employees' Provident Fund): retirement savings built from monthly contributions
  • EPS (Employees' Pension Scheme): a pension on retirement, funded from part of the employer's share
  • EDLI (Employees' Deposit Linked Insurance): life insurance cover for members

Is PF registration mandatory?

Yes, for covered establishments. In general, an establishment employing 20 or more persons must register. Sources commonly state that you should register within about 30 days of crossing that number.

Once you are covered, you generally stay covered even if headcount later drops below 20.

PF Registration Eligibility

Eligibility is looked at on two levels: the establishment and the employee.

Establishment level

Factories and many other establishments, including shops, offices, hotels, restaurants, IT and service companies, schools and hospitals, are covered where they fall in the notified categories
The usual trigger is 20 or more employees on any day. Contract and outsourced workers may count, so check how your staffing is structured
Establishments with fewer than 20 employees can often register voluntarily, generally with the consent of the employer and employees. Once registered voluntarily, they usually remain covered
The Code on Social Security, 2020 is being phased in and can change coverage rules. Check current notifications for your industry and state

Employee level: the new ₹25,000 wage ceiling

This is the biggest update for employers this month.

Until 16 September 2026
Mandatory PF coverage applied to employees whose wages were up to ₹15,000 per month.
From 17 September 2026
The Ministry of Labour and Employment notified a new mandatory coverage ceiling of ₹25,000 per month, through notification S.O. 5109(E).
  • Employees who were earlier left out only because their wages were above ₹15,000, but who now fall at or below ₹25,000, may come within mandatory coverage from the effective date
  • Existing members stay members even if their wages go above ₹25,000 later
  • New employees whose wages are fixed above ₹25,000 may be treated as excluded employees under the applicable provisions
  • Not every employee in the ₹15,000 to ₹25,000 band is treated the same way. Coverage, and access to the pension scheme, depends on prior membership status and EPFO instructions
Because the change took effect in the middle of a month, the September 2026 contribution may need to be worked out for two periods: up to 16 September on the old ceiling, and from 17 September on the new one. Follow EPFO's operational instructions for the return.
Do not rely on articles that still quote ₹15,000 as the current limit. Many were written before the notification.

Benefits of PF Registration for Employers

Legal compliance, avoiding notices, damages and inspections
Retention and trust, because staff value retirement savings and insurance cover
Simpler payroll through a fixed statutory structure
Credibility with clients, auditors and investors who check labour compliance
Employee access to services such as UAN-based online claims and transfers

PF Registration Documents

Prepare clear PDF scans. The portal is strict about file size, and some guides mention a limit of around 1 MB per file, so compress scans before uploading.

PAN of the establishment: company, firm, LLP or proprietor
Proof of establishment: certificate of incorporation, partnership deed, LLP agreement, GST registration, shop and establishment licence or similar
Address proof: utility bill, rent agreement with owner's NOC, or ownership document
Bank details: cancelled cheque or bank statement in the establishment's name
Authorised signatory details: name, designation, PAN, Aadhaar and mobile number of the person signing
Class 3 Digital Signature Certificate (DSC) of the authorised signatory
Employee list: name, date of birth, gender, date of joining, wages, Aadhaar and PAN
Employee bank details, for UAN and KYC seeding
The exact list may differ for your type of establishment, so follow the on-screen instruction.

EPF Registration Online: Step by Step

Registration is done online through the EPFO Unified Employer Portal, which can also be reached through the Shram Suvidha portal.

1

Create your employer login

Use your establishment's PAN and contact details.

2

Fill in the establishment registration form

With business details, date of coverage, address and number of employees.

3

Add employer, director or partner details

Include the authorised signatory.

4

Upload documents

In the required format.

5

Sign the application

With the authorised signatory's DSC or the e-sign option the portal offers.

6

Submit and track

The EPFO field office may verify details and raise queries.

7

Receive your establishment code

You also get access to the employer portal.

8

Register the DSC on the portal

So you can approve KYC and claims.

9

Generate or activate UANs

For eligible employees, and seed their KYC (Aadhaar, PAN, bank account).

10

File your first monthly return

Contributions and the return follow the monthly cycle.

What is the PF establishment code?

It is the unique number allotted to your establishment after registration. You need it to log in, file returns, pay contributions and deal with EPFO. Some sources describe it as an alphanumeric code, and format details can vary by region, so reproduce it exactly as shown on your allotment letter.

PF Registration Cost and Timeline

Does PF registration cost anything?

There is no government fee for registering the establishment on the portal, according to the sources reviewed. Your real costs are the monthly contributions and any professional charges if you use a service provider. A Class 3 DSC has its own small cost. Ask for an itemised quote if you hire help.

How long does it take?

Sources report anything from 3 to 15 working days for a clean application, and some say 7 to 10 working days. Delays usually come from DSC problems, document mismatches and queries from the field office. Plan for up to two to three weeks so you don't miss your legal window.

PF Contribution Rate

The standard structure, as reported in the sources reviewed, works like this:

Component Who pays Rate on PF wages
Employee's contribution to EPFEmployee12%
Employer's contribution (EPF part)Employer3.67%
Employer's contribution (EPS part)Employer8.33%
EDLIEmployer0.50%
Administration chargesEmployer0.50%

That gives the employer roughly 13% and the employee 12%. Some establishments and categories have different rates. For example, some smaller establishments and specific industries may contribute at 10%.

Two points to note

  • The 8.33% pension share is tied to the wage ceiling. With the ceiling now notified at ₹25,000, employees who newly become covered in the ₹15,000 to ₹25,000 band may be brought into the pension scheme too, subject to the scheme provisions
  • The maximum contribution on the wage ceiling has risen with the ceiling. For an employee whose PF wages are ₹25,000, the employee's 12% would be ₹3,000

Worked example

Take a new joiner with PF wages of ₹20,000 per month, after 17 September 2026:

  • Employee contribution: 12% of ₹20,000 = ₹2,400
  • Employer contribution (EPF and EPS combined): 12% of ₹20,000 = ₹2,400, split between EPF and EPS
  • EDLI and administration charges: extra employer cost on the same wage base

The same person would earlier have been excluded, or capped at ₹15,000, so the amounts are now higher. Your payroll software must be updated for this.

After Registration: Your Monthly Duties

PF registration is free to file and mostly online, but it comes with ongoing duties.

1

Deduct the employee share

From salary every month.

2

Pay both shares and file the monthly return (ECR)

By the 15th of the following month.

3

Enrol new joiners

Give them UANs.

4

Approve employee KYC and transfer claims

Using your registered DSC.

5

Keep records

Wages, attendance and challans.

6

Handle exits properly

Update the date of exit so employees can withdraw or transfer.

7

Update the portal when establishment details change

Keep address, signatory and other details current.

The September 2026 return is due by 15 October 2026. Watch for EPFO's technical release notes on how the new ceiling appears in the return format before you file.

Penalties for Non-Compliance

  • Interest and damages apply on late or missed contributions. Sources cite interest of around 12% per year and damages of up to 25%, under provisions of the EPF Act. These provisions are being mapped into the Code on Social Security, so verify the current section numbers and rates
  • Retrospective liability can arise if you should have registered earlier
  • Inspection notices and recovery action can follow non-compliance
  • Prosecution is possible for serious or repeated default
  • Employee grievances rise quickly if UAN and KYC are not handled correctly, because they cannot withdraw or transfer their funds

Common Mistakes and Delays

  • Registering late after crossing 20 employees
  • Using old ₹15,000 wage limit rules for new joiners after 17 September 2026
  • Not registering the DSC after getting the establishment code
  • Name or address mismatch across PAN, licence and utility bills
  • Uploading oversized scans that the portal rejects
  • Leaving contract workers out of the headcount
  • Not updating payroll software for the new ceiling
  • Missing the 15th-of-month deadline
