Trade License in India: Do You Need One, What It Costs, and How to Get and Renew It

A trade license is a permit from your city's municipal body to run a particular trade from particular premises. India has no single national trade license: each municipal corporation issues its own under its own Act, which means the fee, the renewal date, and even whether your business needs one at all change from city to city.

The quickest way to avoid wasted money is to settle three questions first: does your city license your trade, which authority issues it under what name, and how that authority calculates fees and renewals.

Key Takeaways

There is no national fee, form, or renewal date. Anyone quoting one is generalising.
In several cities the license covers only a listed set of trades, such as food, storage, workshops, and nuisance trades. An ordinary shop outside that list may need a different registration instead.
A trade license and a Shops and Establishments registration are separate filings with separate departments.
Delhi changed its system in June 2026: the General Trade License fee is now collected with property tax.
Late renewal is priced as a percentage of the fee in cities like Hyderabad and Bengaluru, so a missed date has a calculable cost.

Three Questions That Decide Everything

Answer these for your city before you spend anything:

1

Does Your City Require a License for Your Trade?

Municipal Acts usually list the activities that need one. In some cities the list is wide enough to reach nearly every business. In others it reaches only specified or hazardous trades. Read your city's schedule before applying.

2

Who Issues It, and What Is It Called?

The same permission appears as a trade license, a health trade license, a municipal license, or a certificate of enlistment, depending on the city. Search the wrong term and you land on the wrong counter. In Kolkata, for example, the permit is a Certificate of Enlistment under the Kolkata Municipal Corporation Act, 1980.

3

What Is the Fee Formula and Renewal Calendar?

Each corporation sets its own. Treat any figure from another city as irrelevant.

Trade License or Shops and Establishments Registration

These two get mixed up constantly:

Trade License

Comes from the municipal corporation and is tied to premises and a listed trade.

Shops and Establishments Registration

Comes from the state labour department under the state's Shops Act, and governs working hours, leave, wages, and conditions for staff. In Maharashtra, the "Gumasta" licence people mention is this second kind.

A restaurant with employees normally needs both. A shop that is not on your city's licensable list may need only the labour registration. Our Shops and Establishments Registration page covers that side.

How the Fee Is Built

A trade license fee is never one flat number across the country. Three formulas show how far cities differ:

CityHow the Fee Works
Delhi (General Trade License)15% of the property tax payable on the premises, paid with the property tax
HyderabadA rate per square foot, set by the width of the road the premises face
KolkataA rate by trade category, set through the corporation's annual budget
Delhi example: If the property tax on your premises is ₹20,000, the license fee is ₹3,000. If it is ₹48,000, the fee is ₹7,200. The NIC code you used for GST or Udyam does not decide your trade category either, because each municipal Act has its own list of trades.

What Changed in Delhi in 2026

The Municipal Corporation of Delhi, as reported by several news outlets, folded the General Trade/Storage License into its property tax system from 23 June 2026. The separate application under Section 417 of the Delhi Municipal Corporation Act, 1957 was dropped for these licences. You now pay the fee, 15% of the property tax, alongside the tax on the MCD portal using your property's UPIC. The payment receipt acts as a deemed license valid for one financial year, in step with the property tax period.

Two limits matter: The Health Trade License, which food businesses need, still has its own application, documents, inspection, and separate fee. And the deemed license does not replace fire safety, pollution, or other clearances your premises need. Check the MCD portal for the current process.

Documents Required for a Trade License

The exact list is set by your city. These come up almost everywhere:

Identity proof and photographs of the owner, partners, or directors
Business constitution proof: proprietorship declaration, partnership deed, LLP agreement, or certificate of incorporation
PAN of the business
Proof of premises: ownership paper, or a registered rent agreement
No-objection certificate from the property owner if you rent
Latest property tax receipt and a utility bill for the premises
Site or layout plan showing floor area, because many fees depend on area
FSSAI registration for food businesses
Fire safety clearance and pollution consent where your trade or floor area triggers them
GST certificate where registered
For renewal: last year's license and fee receipt

How to Get a Trade License: Step by Step

Nine steps from eligibility to renewal:

1

Check Whether Your Trade Needs One

Look up your city's schedule of licensable trades. If yours is not on it, ask whether a Shops and Establishments registration is what you want.

2

Identify the Authority

Use the corporation's current official portal. Authorities change: Bengaluru's civic structure was reorganised in 2025, so a page that says "apply to BBMP" may be out of date. Confirm before you file.

3

Confirm the Premises Can Be Used for the Trade

Municipal licensing is tied to land use, and a license does not cure a use the zoning forbids.

4

Collect Your Documents

Use the list above, and add anything your city asks for.

5

Apply

Online on the municipal portal, or at the corporation's counter or service centre if the portal is down. Keep proof of every attempt.

6

Pay the Fee

On your city's formula, and keep the challan.

7

Prepare for Inspection

Health and nuisance trades are usually inspected before grant.

8

Receive and Display the License

Note its validity, because it can run for one year or longer depending on the city.

9

Calendar the Renewal

Against your city's own date.

Trade License Renewal Online: Dates That Differ by City

There is no common window. These are the 2026 positions we could verify:

CityRenewal RuleWhat Happens If Late
Hyderabad (GHMC)Licence year is January to December. For 2026, the penalty-free date was 20 December 202525% penalty up to 19 February, 50% after that, and 100% for trading with no license
BengaluruFor 2026-27, the penalty-free window was 1 to 28 February 202625% in March, 100% from 1 April
Delhi (GTL)Paid with property tax; receipt valid for the financial yearCheck the portal for interest on late property tax
KolkataCertificate of Enlistment renewed on the corporation's noticeA late fine per month, shown on the notice
Worked case (made-up numbers): A shop's Hyderabad license fee is ₹6,000. Applying after 20 February triggers a 50% penalty of ₹3,000. A Bengaluru trade license fee of ₹2,000 filed in March costs ₹500 extra, and the same renewal filed on or after 1 April costs ₹2,000 extra.

Hyderabad normally asks for applications 30 days before expiry under its bye-laws. Its schedule for the 2027 licence year had not been announced at the time of writing, so watch for the corporation's notice around the end of the year.

Penalty for Operating Without a Trade License

Penalties come from your municipal Act and your corporation's rules, so no single national figure is reliable. You will see pages quoting a fixed range, but the real consequence depends on the city: a percentage loading on the fee as in Hyderabad and Bengaluru, a monthly late fine as in Kolkata, closure or sealing powers in some cities, and fresh application requirements after long lapses.

Treat the cost of an unlicensed year as the fee plus the loading plus the risk of enforcement. Ask your corporation or our team for your city's current position.

Other Licences the Same Premises May Need

A trade license is rarely the only requirement. Depending on what you do, you may also need:

FSSAI
Registration or license for any food business (FSSAI Registration)
GST
Registration where turnover or your trade requires it (GST Registration)
Udyam
Registration if you want MSME benefits (Udyam Registration)
Fire NOC and pollution consent
Based on floor area, occupancy, or emissions
Factory licence
Under the Factories Act, a separate filing from the municipal factory permission

Frequently Asked Questions

Got questions? Find clear answers from our compliance team:

Not automatically. The requirement comes from your city's municipal Act, and in some cities it applies only to listed trades.

A trade license comes from the municipal corporation for premises and listed trades. The registration comes from the state labour department and governs staff conditions.

It depends on the city. Delhi charges 15% of property tax for the General Trade License, Hyderabad charges per square foot by road width, and Kolkata uses trade categories.

Identity and constitution proof, PAN, premises proof, owner's NOC for rented premises, property tax receipt, and where relevant FSSAI, fire, and pollution clearances.

It depends on the corporation. Hyderabad's penalty-free date was 20 December 2025 for 2026, and Bengaluru's was 28 February 2026.

In Hyderabad, 25% after the deadline and 50% after 19 February. In Bengaluru, 25% in March and 100% from 1 April.

The General Trade License fee is now 15% of property tax, paid with the tax, and the receipt acts as the license for the financial year.

Yes. The Health Trade License keeps its own application, documents, and fee.

Most major corporations offer online portals, with counters as a backup.

It depends on the trade and the city. Check your city's schedule of licensable trades and ask the corporation.
